I'd requested Mr S A Baba, IAS, Secretary, Fisheries Department to depute an officer to do a systematic study on control of mosquito in New Town. Dr Sailen Biswas, Joint Director of Fisheries and Prof Dr Gautam Chandra of Burdwan University carried out field studies after an initial discussion with me and NKDA officers. Dr Chanda is a Zoologist and heads the Mosquito, Microbiology and Nano Technology research wings. He was assisted by two research students whom I met too.
I got the detailed report today. I learnt many interesting things such as (a) the mosquitos in New Town are Culex type (b) mosquitos can fly 5 km (c) in water bodies where we'd released gappi fish etc 12 days ago showed a reduction in mosquito (d) Bagjola andd Kestopur Canals were major sources of mosquitos etc.
Short, medium and long term measures have been recommended in the report. The most striking was the fact that bacteria can be used to curb mosquito menace very effectively. Here is an extract:
"...Spraying mosquito larvaecidal agents like "Bti", Bacillus thuringiensis israelensis, a kind of naturally occurring bacterium which infects and kill mosquito larvae. These bacteria are highly selective, killing only mosquitoes and their close relatives like gnats and black flies. Formulations of Bti will only kill these types of insects and do not harm other kinds of insects, fish, birds, worms or any mammals. (Subject to concurrence of the Health Deptt).
{When Bti are eaten by the mosquito larvae, they damage the gut cells and quickly paralyze them, then kill the larvae quickly and efficiently. A moderate to heavy dose has been shown to reduce the mosquito population by one half in 15 minutes and the rest within one hour. Bti can be broadcast by hand. Bti Dosage Rates: Dunks: 1 dunk/100 sq ft of water; Lasts 30 days or more. Granules: 1 tsp. per 25 sq. ft. or 1 Tbs. per 75 sq. ft. Every 2 weeks}...."

ReplyDeletepl ask fisheries department to come at DLF2 after 5PM and then decide on whether mosquitoes are really under control? every year, this is getting increased by many folds. same is true for action area 2C (akankha), where i live. I can not open my windows in the evening. please ask fisheries/health department to be very serious, if dengue/malaria starts in this area, whole area will be wiped out, like that happened in 2012 in Salt Lake

I would request you to see if we can offer some sweet deals for these entities to set up their Headquarter in our Financial Hub. I am sure this will give them much needed ecosystem to start their operation as well as it will go long for the image of our state.

লড়াই কঠিন ছিল। কিন্তু জেতা ছাড়া কোনও উপায়ও ছিল না। কারণ, অন্য যে পথটা সামনে খোলা ছিল, সেটা আত্মহত্যা!
অম্বানী-বিড়লা-বজাজদের টপকে রিজার্ভ ব্যাঙ্কের ঘর থেকে ব্যাঙ্ক খোলার ছাড়পত্র (লাইসেন্স) ছিনিয়ে আনার পরের দিন একেবারে ঠান্ডা, নিস্পৃহ গলায় বলছিলেন চন্দ্রশেখর ঘোষ। যেন এমনটাই হওয়ার ছিল!
চব্বিশ ঘণ্টাও হয়নি রিজার্ভ ব্যাঙ্ক জানিয়েছে, নিয়ম মেনে সব ঠিকঠাক এগোলে, বছর দেড়েকের মধ্যেই ব্যাঙ্ক হতে চলেছে ‘বন্ধন’। চন্দ্রশেখরবাবুর হাতে গড়া ক্ষুদ্রঋণ (মাইক্রোফিনান্স) সংস্থা। ওই ক্ষেত্রে দেশের বৃহত্তমও বটে। শীর্ষ ব্যাঙ্কের ঘোষণা অনুযায়ী, ২৫টি সংস্থার মধ্যে কড়া প্রতিযোগিতায় লাইসেন্স জুটেছে মাত্র দু’টির কপালে। তারই একটি ‘বন্ধন’। যার সদর দফতরও হতে চলেছে কলকাতায়।
স্বাধীনতার পর এই প্রথম কোনও ব্যাঙ্ক তৈরি হচ্ছে পূর্ব ভারত থেকে। তা-ও আবার আক্ষরিক অর্থেই শূন্য থেকে শুরু করা এক বঙ্গসন্তানের হাত ধরে। এমন এক সময়ে, যখন অর্থ লগ্নি সংস্থার একের পর কেলেঙ্কারির খবরে কাগজ-টিভি ছয়লাপ। যখন শিল্পপতি তো কোন ছার, লোকসভা নির্বাচনে ভোটপ্রার্থীদের এক বড় অংশও কোটিপতি। এই আবহে সাইকেলের প্যাডেল ঘুরিয়ে ক্ষুদ্রঋণের ব্যবসা শুরু করা এক বাঙালি বছর তেরোর মধ্যেই বাণিজ্যিক ব্যাঙ্ক খোলার পথে পা বাড়াচ্ছেন, এমন ঘটনা তো রূপকথাকেও হার মানায়। ব্যাঙ্কিং শিল্পের সঙ্গে যুক্ত কেউ কেউ তাই বলছেন, “পাঁকে পদ্ম ফোটে। আর চার দিকে পন্জি স্কিমের এঁদো পুকুরে জন্ম নিল বন্ধন।”
বুধবার থেকে চন্দ্রশেখরবাবুর ফোন বেজেই চলেছে। অভিনন্দন-বার্তায় উপচে পড়ছে ইনবক্স। ফুলের তোড়ায় ঢেকে গিয়েছে অফিসের টেবিল। চন্দ্রশেখরবাবু বলছেন, “এই ভিড়ে এমন অনেক তোড়া আছে, যা পাওয়ার আনন্দ একটু আলাদা। কারণ, সেগুলি পাঠিয়েছে এমন কোনও ব্যাঙ্ক বা সংস্থা, যারা এর আগে বহু বার খালি হাতে ফিরিয়েছে আমাকে।”
২০০০ সালে যখন অসরকারি সংস্থার পাঁচ হাজার টাকার মাস-মাইনে ছেড়ে ব্যবসায় নামেন, কোনও ব্যাঙ্ক ধার দেয়নি। বাধ্য হয়ে ২০০১ সালে পৌনে দু’লক্ষ টাকা ধার মহাজনের কাছে। মাসে সাড়ে ৭ শতাংশের চড়া সুদে। ২০০৫ সালে সংস্থার হিসাবপত্র পরীক্ষার জন্য কড়া নেড়েছিলেন এক নামী অডিট সংস্থার দরজায়। তারা রাজি হয়নি। এমনকী ২০০৫ নাগাদ যখন বাড়ি কেনার জন্য ধার চেয়েছিলেন, তখনও প্রথমে ফিরিয়ে দিয়েছিল একটি ব্যাঙ্ক। “একটা সময় গিয়েছে, যখন ব্যর্থ হলে আত্মহত্যা ছাড়া পথ ছিল না। কিন্তু আশা ছাড়িনি। ২০০৯ নাগাদ ওই অডিট সংস্থাকেই নিয়োগ করেছিলাম হিসাব দেখার কাজে। আজ বন্ধনকে ঋণ দেয় ৩৪টি ব্যাঙ্ক ও আর্থিক সংস্থা।” —বলছেন চন্দ্রশেখরবাবু।
