National Conference of Principal Secretaries
Just attended the National Conference of Principal Secretaries of Urban Development. This was held at India Habitat Centre, New Delhi. We learnt that the Govt of India would accept fresh proposals for projects under UIG and UIDSSMT and that these would benchmark Service Level Norms. Three years would be the project execution time. However, old projects have to be completed by March 2014 failing which Central Assistance would be recovered with 9% interest. I suggested that GoI may also consider if the old projects may also have an extended timeline co-terminus with the new ones since Jnnurm was continuing in any case.

Sir, I understand that you have addressed the House of the National Conference of Principal Secretaries with a unique Power Point Presentation pertaining to the future/on-going projects (in the form of Proposals) of UD/GoWB for active consideration of UIG and UIDSSMT under Govt of India. Sir, I understand that it will be a great benefit for WB if such future projects could be completed by UD within the specified timeline (3 years); then if I am not wrong, the Central Financial Assistance will be interest free. Otherwise, recovery amount will be inflated (interest 9% plus). Sir, may we suggest for a reasonable moratorium period for recovery of the said Central Financial Assistance by GoI.

ReplyDelete3 JNNURM projects where very little progress have been achieved in a pretty long time are :
1. EM Byepass Widening ( BRTS)
2. Pipeline for Dhapa Water Treatment and
3. Kalyani Expressway widening
Also can we think of including the following projects in fresh proposals for JNNURM:
1. Alternate Connection to South Kolkata from New Town
2. Connectivity of New Town with NH-34
3. Flyover from Garia To Shyambazar

DeleteConnectivity from South Kolkata to New Town is possible only if :
1. Heritage - Babunghaha connectivity is made motorable. Right now there is a narrow road running from Heritage School to Bamunghata on Basanti Highway through densely populated area and a market place.
2. Connectivity of East West Major Arterial Road and Basanti Highway. Right now the Bhojerhat-Rajarhat Road is a 5 meter road in very poor shape which runs through polulated areas and market places. This road is unfit for high traffic. We need a new 15 meter road that would be just 4-5 kms. long.
We pray that this happens.

Kalikapur-Bamunghata or Kalikapur Chowbhaga has to be widened no doubt. There was a project by KMDA announced 4-5 years back that Chowbaga Kalikapur road will be widened and URBANA project developers will finance that. As far as I know, URBANA developers paid the money but KMDA is yet to execute the project.
Bhojerhaat PWD road widening and strengthening is a long pending task. Will perhaps be widened after Panchayet elections. But one cannot be expected to take such a long route. So an alternate route has to be made. Now that BRGF funds are available, I saw HIDCO inviting tenders for strengthening road network from EW MAR to Bamunghata in Basanti Highway.
HIDCO can plan for an elevated stretch by having pillars along these roads from EW MAR to Basanti Highway so that South Kolkata residents can byepass the Chingrihata and Science City crossing and take Chogbhaga road to directly reach Kalikapur.
